ABSTRACT
This study was carried out to examine local government efforts towards the development of rural communities within its area of jurisdiction using Owerri municipal local government. Specifically, the study examine the essence of local government is to bring about sustained development at the grass root level. The study also find effective ways of stimulating teaching and helping people to adopt new methods and to learn new skills. The study further ensure the preservative of the community spirit. Lastly, the study find out it there are wider political representation. The study was carried out using the descriptive analysis. The findings revealed that By having a concise budget will help Nigeria in the appropriate sharing of formula. Also, making the formula unbiased will also contribute to revenue sharing formula. More so reduction in wastage of public funds will further help in sharing of revenue . Furthermore, supervision in the implementation of bills will help Nigeria evolve in sharing of formula. The study hereby recommend that autonomy for local governments in such a way and manner that enhances its performance of constitutional and ancillary roles. Also, Local governments should strive to raise and maintain revenue that would enable her deliver projects and services that guarantee quality living to the grassroots. This has the potency of reducing the incidence of rural-urban drift. Furthermore, as a corollary, local governments should be more people-centred in approach, such that necessary collaboration/partnership with communities in its domain can facilitate the process of rural development. Lastly, that a further review of the revenue allocation formula with improved revenues to local governments as the closest tier of government to the people
